1. Where we are now: review where your ICS is currently, including carbon emissions baseline, climate resilience, and existing carbon reduction actions;

2. Where we want to be: outline where your ICS wants to be in 10 years time, which includes estates that are operationally Net Zero, with low-embedded carbon, which are climate resilient, and which bring other co-benefits;

3. How do we get there: detail how your ICS will achieve these goals, including governance, data, resource and funding, and green skills.
