Demystifying AI in Public Services - A Round Up from CDPS’ Dolenni Digidol Event in Swansea

Antonio Weiss, Senior Partner for Digital and AI, reflects on this week’s event held by CDPS.

Please note this is a dual language post - a Welsh language version is below.

This week I had the pleasure of opening the Dolenni Digidol event in Swansea, hosted by the Centre for Digital Public Services (CDPS). This vibrant evening brought together passionate public sector leaders, innovators, and academics to discuss how artificial intelligence (AI) is reshaping public services across Wales.

Demystifying AI in Public Services - A Round Up from CDPS’ Dolenni Digidol Event in Swansea

At The PSC, we spend a lot of time demystifying AI - it’s also the theme of a new book I have coming out later this month for the Financial Times. At the event, my aim was simple: to show that while AI technologies—particularly generative AI—can feel like magic, they're rooted in practical, understandable principles. I emphasised the need to contextualise generative AI within a historical sweep of transformative technologies, such as electricity and the internet. Like those revolutionary advancements, AI's true benefits unfold over time and require thoughtful adoption and adaptation.

We discussed three crucial insights:

Firstly, generative AI fundamentally relies on vast internet data and sophisticated prediction algorithms known as transformer architectures. While impressive, it's important to remember these systems aren't mystical - they’re designed and developed by human ingenuity. We made these to work for us, not the reverse.

Secondly, generative AI, as a general-purpose technology, has wide-ranging applications across public services - from healthcare to education and infrastructure maintenance. Its rapid adoption rate means public sector leaders must proactively engage, pilot, and integrate AI solutions rather than waiting passively for change.

Thirdly, the tangible benefits of AI are already here. During the event, inspiring local case studies illustrated this vividly. Dr Jose Norambuena-Contreras from Swansea University demonstrated how AI-enhanced self-healing materials could revolutionise road maintenance, addressing potholes—a global nuisance—with innovative, sustainable solutions.

Chris Owen from Neath Port Talbot County Borough Council shared remarkable results from deploying "Magic Notes," an AI tool that streamlines social work case management, significantly boosting productivity and enabling social workers to spend more meaningful time with residents. Gareth Jones from Carmarthenshire County Council also highlighted how AI is strengthening cybersecurity, crucial for protecting public data and services amid escalating digital threats.

The event’s lively and engaging discussions reaffirmed my belief that AI must be integrated ethically, sustainably, and in alignment with the Well-being of Future Generations Act - ensuring technology serves humanity, not the other way around. Fellow keynote speaker Smera Jayadeva from The Alan Turing Institute reminded us of the importance of anchoring AI developments in ethical frameworks and participatory governance.

Reflecting on Dolenni Digidol, I'm encouraged by the genuine commitment among Welsh public service leaders to collaborate, innovate, and thoughtfully integrate AI. Wales has a unique opportunity to lead by example, ensuring AI genuinely benefits our communities now and for generations to come.

Thank you to CDPS for fostering these essential conversations - I eagerly await our continued collaboration in shaping the future of digital public services.

Yr wythnos hon cefais y pleser o agor digwyddiad Dolenni Digidol yn Abertawe, wedi'i gynnal gan y Ganolfan Gwasanaethau Cyhoeddus Digidol (CDPS). Daeth yr hwyrnos fywiog hon ag arweinwyr sector cyhoeddus angerddol, arloeswyr ac academyddion at ei gilydd i drafod sut mae deallusrwydd artiffisial (AI) yn newid gwasanaethau cyhoeddus ledled Cymru.

Yn The PSC rydym yn treulio llawer o amser yn egluro AI – dyma hefyd yw thema llyfr newydd sydd gennyf yn cael ei gyhoeddi yn ddiweddarach y mis hwn gan y Financial Times, sef 'AI Demystified'! Yn y digwyddiad, fy mwriad oedd dangos bod technolegau AI—yn enwedig AI generadol—er eu bod yn gallu ymddangos fel hud a lledrith, yn seiliedig ar egwyddorion ymarferol a dealladwy. Pwysleisiais yr angen i roi AI generadol o fewn cyd-destun hanesyddol technolegau trawsnewidiol eraill, megis trydan a'r rhyngrwyd. Fel y datblygiadau chwyldroadol hynny, daw manteision gwirioneddol AI yn amlwg dros amser ac mae angen ei fabwysiadu a'i addasu'n feddylgar.

Trafodwyd tri mewnwelediad hanfodol:

Yn gyntaf, mae AI generadol yn dibynnu'n sylfaenol ar ddata helaeth o'r rhyngrwyd ac algorithmau rhagfynegi soffistigedig a elwir yn bensaernïaeth trawsffurfiol (transformer architectures). Er eu bod yn drawiadol, mae'n bwysig cofio nad yw'r systemau hyn yn hudol—maent wedi'u cynllunio a'u datblygu gan ddyfeisgarwch dynol. Ni a'u gwnaethom nhw i weithio i ni, nid y ffordd arall.

Yn ail, mae gan AI generadol, fel technoleg bwrpas cyffredinol, gymwysiadau eang ar draws gwasanaethau cyhoeddus – o iechyd ac addysg i gynnal a chadw seilwaith. Mae ei gyfradd mabwysiadu gyflym yn golygu bod yn rhaid i arweinwyr y sector cyhoeddus ymgysylltu'n rhagweithiol, treialu, ac integreiddio atebion AI yn hytrach nag aros yn oddefol am newid.

Yn drydydd, mae manteision pendant AI eisoes yn amlwg. Yn ystod y digwyddiad, dangosodd astudiaethau achos lleol ysbrydoledig hyn yn glir. Cyflwynodd Dr Jose Norambuena-Contreras o Brifysgol Abertawe sut gall deunyddiau hunan-iachau wedi'u gwella gan AI drawsnewid cynnal a chadw ffyrdd, gan fynd i'r afael â thyllau—a niwsans byd-eang—gyda datrysiadau cynaliadwy ac arloesol.

Rhannodd Chris Owen o Gyngor Bwrdeistref Sirol Castell-nedd Port Talbot ganlyniadau rhyfeddol defnyddio "Magic Notes," offeryn AI sy'n symleiddio rheoli achosion gwaith cymdeithasol, gan roi hwb sylweddol i gynhyrchiant ac yn galluogi gweithwyr cymdeithasol i dreulio mwy o amser ystyrlon gyda thrigolion. Tynnodd Gareth Jones o Gyngor Sir Gaerfyrddin sylw hefyd at sut mae AI yn cryfhau seiberddiogelwch, sy'n hanfodol i amddiffyn data a gwasanaethau cyhoeddus yng nghanol bygythiadau digidol cynyddol.

Cadarnhaodd trafodaethau bywiog a diddorol y digwyddiad fy nghred bod angen integreiddio AI yn foesegol, yn gynaliadwy, ac yn unol â Deddf Llesiant Cenedlaethau'r Dyfodol—gan sicrhau bod technoleg yn gwasanaethu dynoliaeth, nid i'r gwrthwyneb. Atgoffodd y cyd-siaradwr Smera Jayadeva o'r Sefydliad Alan Turing ni o bwysigrwydd sylfaenu datblygiadau AI mewn fframweithiau moesegol a llywodraethu cyfranogol.

Wrth fyfyrio ar Ddolenni Digidol, rwy'n cael fy nghalonogi gan ymrwymiad gwirioneddol ymysg arweinwyr gwasanaethau cyhoeddus Cymru i gydweithio, arloesi, ac integreiddio AI yn feddylgar. Mae gan Gymru gyfle unigryw i arwain trwy esiampl, gan sicrhau bod AI wir yn elwa ein cymunedau nawr ac am genedlaethau i ddod.

Diolch i'r CDPS am feithrin y sgyrsiau hanfodol hyn – rwy'n edrych ymlaen at ein cydweithrediad parhaus wrth lunio dyfodol gwasanaethau cyhoeddus digidol.
