Bill is an Advisor to The PSC, bringing over 30 years of experience as a Chief Finance Officer in the NHS. He has worked across acute, specialist, commissioning, and mental health and community services, with deep expertise in finance, governance and system leadership.

He has also served as a specialist adviser to the Care Quality Commission and currently holds a number of Non-Executive and Trustee roles, including with Royal Devon University Healthcare NHS Foundation Trust, Health Data Research UK (HDRUK), The National Centre for Creative Health (NCCH), and the South West Health Innovation Network.

Bill is a Fellow of the Institute of Chartered Accountants in England and Wales and an Associate of the Institute of Leadership and Management.
